If you want to drive in the state of Pennsylvania and you do not have a license, you will have to get a Pennsylvania Learners Permit. You must be at least 16 years old to take the test. You must also be a Pennsylvania Resident or a resident of another State enrolled in an Pennsylvania Driver Education & Training.
